You would need a college athletics union to do that


The athletes would all have to be employees of the school.

Then, the schools would have to negotiate with the unions in good faith. The athletes would have to agree to the "regulation".

Otherwise, the NCAA cannot limit NIL money, at all, per recent court cases.
